Oklahoma Wants to Lower Health Insurance Premiums: How Lawton Residents Can Weigh In Before October 31

Oklahoma’s individual health insurance market has been one of the most expensive in the country for years, and the state Insurance Department is trying a new approach to bring those numbers down. A draft ACA State Innovation Waiver, released this fall, would create a reinsurance program starting January 1, 2028. The concept is straightforward: when the state helps insurers pay their largest claims, carriers can pass savings on to everyone else. Officials project statewide premium reductions between 4.1% and 6.4%, with cuts as high as 14.6% in high-cost regions.

Before that plan goes to the federal government, Oklahomans get a say. Written public comments are open through October 31, 2026. Two public hearings are scheduled for October 13 and 14, with a Tribal Nations hearing on October 22. All three take place at the Oklahoma Health Care Authority in Oklahoma City, with virtual attendance options available for those who can’t make the trip from Lawton.

For military families around Fort Sill, small business owners, and anyone who buys coverage on the individual market, this is a rare chance to influence a plan before it’s finalized. Commissioner Glen Mulready has said the state has an obligation to pursue every responsible tool to bring premiums down. Whether you agree or have concerns, the comment window is the place to make your voice heard.
