Oklahoma's Weak Eviction Laws Are Making the State a Target for Predatory Mobile Home Park Companies

Mobile home parks have long been seen as the last affordable housing option for working families in Oklahoma. But a troubling pattern at Westmoor Mobile Home Park in southwest Oklahoma City reveals how out-of-state corporations are using Oklahoma’s weak tenant protection laws to turn housing into a profit machine. YES! Communities, the Colorado-based owner, filed 160 evictions in 2025 despite the park having only about 191 renter-occupied units. The practice has drained savings accounts and damaged credit records for residents like Dustin Rollins, who has faced seven eviction filings in three years without ever actually being evicted.

The culprit? Oklahoma’s eviction filing fee of just $58, one of the cheapest in the nation, combined with a rapid eviction timeline that makes it easy for landlords to file repeatedly with minimal financial risk. Each eviction filing costs tenants approximately $180 in fines and court fees, raising monthly housing costs by 20 percent. This system has essentially become a way for corporate landlords to extract money from vulnerable families while the state’s legal framework does nothing to stop it. To make matters worse, Westmoor is now promoting rent-to-own agreements that legal experts warn are designed as debt traps rather than genuine paths to homeownership.

Affordable housing is supposed to be accessible.
