Comanche County Budget Stalemate: Seven Proposals, One Deadline, and What It Means for Lawton-Area Residents

Comanche County commissioners are still without an adopted budget for Fiscal Year 2026-27, now nearly three months into the fiscal year. The holdup centers on a $12.5 million courthouse budget where anticipated revenues simply aren’t matching expenditures. District 2 Commissioner Johnny Owens has prepared six versions, ranging from no staff reductions to cuts of 30% across the board. Next week, County Clerk Carrie Tubbs will present a seventh proposal with 10% cuts at the request of District 3 Commissioner Josh Powers.

A few key details stand out. The Sheriff’s Department budget of $2.896 million, roughly 23% of the county’s total, has remained untouched through the first four proposals. And the county continues paying $5,600 per day to house 112 inmates outside the county at up to $50 per inmate. A hiring freeze and unpaid furloughs for 125 county employees, mentioned as options, have not been fully explored. Powers acknowledged that cuts are inevitable, saying the real question is how deep they should go and where they land.

For Lawton and the surrounding communities, these decisions touch public safety staffing, jail operations, and everyday services residents rely on.
