Westwin Elements' $502M Nickel Refinery Heads to Mississippi After Lawton Bid Falls Through

Westwin Elements has chosen Natchez, Mississippi as the home for its $502 million Class 1 nickel refinery, closing the door on a project that Lawton once hoped would land here. The five-year investment will bring 134 full-time jobs to Natchez with an average annual salary of roughly $84,000, plus an estimated 18,000 tons of nickel production per year once the facility is commissioned in 2029. The company signed a long-term lease at the Belwood Industrial Site and completed a bankable feasibility study before making the announcement.

The decision came down to logistics. Richard Rogalski, executive director of the Lawton Economic Development Authority, said the cost to truck material into Lawton and finished product back out proved to be an insurmountable issue for the city. Natchez offers Mississippi River access and a transportation network that made the numbers work. Westwin also walked away from a proposed site in Richmond Hill, Georgia earlier this year after officials there ended negotiations in February.

The refinery matters beyond the immediate job count. Class 1 nickel is a critical mineral used in batteries, steel, and defense manufacturing, and most of the world’s processing capacity sits overseas. Bringing that production to American soil has been a stated priority in Washington for years. For Lawton, the loss raises a familiar question about how a landlocked city in southwest Oklahoma competes for projects that depend on heavy freight.
