The Oklahoma Institute for Child Advocacy has announced its 2026 Fall Forum award winners, and a familiar Lawton byline is on the list. M. Scott Carter, Capitol Bureau Chief for The Lawton Constitution and Southwest Ledger, will receive the Burnes/Lichtenstein Journalism Award at a luncheon on Wednesday, Oct. 14 in Oklahoma City.
Carter is one of nine honorees spanning journalism, health care, law, public service, education, and youth leadership. Calm Waters and Dr. A.D. Hopkins tied for the Dr. Dwight Sublett Healthcare Award, Paycom earned the Gene Rainbolt Corporate Citizen Award, and the slate also includes Oklahoma City attorney Bob Burke, Chickasaw Gov. Emeritus Bill Anoatubby, and two student advocates recognized for their leadership.
OICA was founded in 1983 to create awareness and support policy improving the health, safety, and well-being of Oklahoma’s children, a mission that resonates in a community like Lawton with so many military families and young people.
