Duncan Adds Utility Account Safeguards After Former Clerk Charged With Embezzlement

The City of Duncan has new internal controls in place after a former records clerk was charged with felony embezzlement in Stephens County District Court. Jennifer Huck, 52, is accused of using her position to credit $10,226.96 to utility accounts belonging to herself and her children. The charge carries up to five years in prison, a $5,000 fine, and restitution if convicted.

The city announced its response quickly, saying it launched an internal audit, reviewed employee access to utility billing software, and created a new policy meant to close the gap. Non-utility employees now have view-only access, and no staff member can process transactions on an account where they have a personal or financial interest. Employees with full billing access signed the policy and acknowledged that violations could lead to termination. Communications director Loisdawn Jones said the city takes stewardship of public funds seriously and is cooperating fully with law enforcement.
