A routine traffic stop in Philadelphia turned into something far more sinister when federal authorities and local police uncovered evidence suggesting Eugene Horsch may be connected to at least one disappearance—and his apparent fascination with serial killers adds a chilling layer to an already disturbing case.

The investigation kicked off on June 19 when a U.S. Park Ranger overheard a heated argument between Horsch and his girlfriend in a parked car. The ranger checked on the woman after she allegedly said Horsch was going to hurt her, and that simple act of concern triggered a chain of discoveries that would alarm law enforcement. When police caught up with Horsch, they found him carrying a fake Drug Enforcement Administration ID badge, a switchblade, and two guns. But what awaited inside his Philadelphia home was far worse.

Federal agents and local police stormed the residence and discovered hazardous chemicals, multiple firearms, ammunition, a 55-gallon drum, several urns, and hidden compartments. Most troubling: a handwritten note referencing Ted Bundy, the notorious serial killer who murdered dozens of women before his execution in 1989. Philadelphia Police Deputy Commissioner Frank Vanore announced the findings at a news conference, laying bare the scope of the operation.

The most damning detail emerged when investigators found that Horsch’s girlfriend was carrying a fake ID with her photograph on it—but bearing the name of a woman reported missing in February 2023 from Kensington, a neighborhood in Philadelphia. The girlfriend told cops she knew nothing about the missing woman and claimed Horsch gave her the fake ID to use around town because she had outstanding arrest warrants. Whether that story holds up remains unclear, though Deputy Commissioner Vanore noted there’s currently no evidence the missing woman was ever inside Horsch’s home.

This case underscores how quickly a suspicious situation can unravel into something much darker. What began as a ranger’s concern for someone’s safety has opened an investigation that could reshape lives and bring closure—or answers—to a family that’s been waiting for three years. The investigation continues.
